COH's experts conduct research and analysis and develop policies and programs in a variety of public oral health sub-fields. Their varied knowledge, background, and experience enable COH to address the full spectrum of national and local public oral health issues.
Joel Diringer is the interim Executive Director of the Center for Oral Health (COH), a position he has held since March 2011. Prior to March 2011, Mr. Diringer’s association with COH was as a member on the board of directors, serving there since 2007.
He is the founder and principal of Diringer and Associates, a health policy consulting firm specializing in issues related to access to care, immigrant health, and oral health. He has worked for more than 30 years in the nonprofit, health, government and philanthropic sectors in areas including access to health coverage, farm workers and rural health, oral health, multicultural populations, breast cancer treatment, and community organizing. As one of the original senior staff at The California Endowment, California's largest health foundation, Joel was responsible for over 150 grants, totaling in excess of $50 million, to improve the health of low income Californians. He was also an attorney and health policy advocate for California Rural Legal Assistance from 1983 to 1996.
Mr. Diringer has served numerous health, environmental and community organizations as founder, director, staffer, board member and consultant. He has authored many studies and policy papers on improving health conditions in California and in Central America. Joel is a member of the Board of Advisors of the Insure the Uninsured Project and formerly a member of the First 5 (Prop. 10) Commission of San Luis Obispo County, the National Migrant Head Start Advisory Committee and the Governing Council of the American Public Health Association.
He holds a Juris Doctor from the University of California at Davis Martin Luther King, Jr. School of Law and a Masters in Public Health from the Harvard School of Public Health.
Arlene Glube, RDH

Director of Southern California Operations for the Center for Oral Health, Ms. Glube is based in the Upland, San Bernardino County office. With over 30 years of experience in Dental Public Health, grant management, staff supervision, and administration, Ms. Glube is a recognized expert in oral health.
She has served as Project Manager on grants such as LAUSD HRSA and First 5 LA WIC Early Entry to Care. Ms. Glube serves as a consultant for a variety of professional organizations, and is often requested as a guest lecturer at dental schools and for national conferences.
Bruce Boyer

Bruce Boyer is a specialist in data collection and analysis, especially as it relates to public oral health. He is the president and CTO of Oral Health Solutions (OHS), a company dedicated to providing innovative products and services to the public health field. OHS is the developer of the Healthy Teeth Toolkit (HTT), a database and data management tool for public oral health programs and professionals. With the HTT, OHS provides public health projects a comprehensive suite of tools, providing for paperless data entry, clinical dental data management, case management and care coordination, and electronic health records.
Mr. Boyer also serves as the Chief Business Development Officer for the Center for Oral Health, a position he has held since 2007. In this capacity, Mr. Boyer has instituted a number of business practice policies and processes to manage the many projects COH administers.
Brendan John, MPA

Brendan John is the Associate Director of Programs for the Center for Oral Health (COH). He is the project director for the HRSA School-Based Oral Health Services grant, manages the First 5 LA Dental/WIC Collaborative Project and the Oral Health Access Council (OHAC), a collaborative of more than 60 member organizations dedicated to improving the oral health status of Californians. Mr. John is also involved in the design and coordination of fund development activities.
